Though, based on 20 years of covering council, I can’t think of a petition that’s been successful in swaying council, at least one that’s opposed to a decision of council: http://www.ipetitions.com/petition/collingwoodrecfacilities/
I don’t entirely disagree with the thrust; council didn’t ask the public about the, uh, ‘architectural structural membranes’; and while it’s permited under the procurement policy, sole-sourcing – especially for something for more than $10 million – is not exactly a ‘best practice’ (check out Sec. 6.7)…
