So appears to say the Conservative Health Minister, who blames the Harper government’s failure to provide a working vaccine plan on public panic.All of which begs the question:If the Harper government had spent nearly as much time and money on H1N1 as they did on illegal partisan advertising, would we have public panic and a broken vaccination program in the first place?FAIL.
